16. The place for the discharge of petroleum in bulk at Tai-kok-tsui, British Kowloon, shall be designated for such purpose, and every ship proceeding thereto or therefrom shall, unless special permission to the contrary has been given by the Harbour Master, take the route by way of the passage North of Stonecutters Island.

17. During the time that any such ship is moored or made fast alongside the said wharf, a responsible officer of the ship shall remain on board, and the ship shall be protected on her offside by booms of such strength (to be approved by the Harbour Master) and so secured as to fend off any other vessel from possible collision with her.

18. No discharge of petroleum, whether mixed with water or not, shall be permitted into the Harbour from any ship.

19. Whilst any such ship is alongside the wharf, the wharf shall not be used for any other purpose than the discharge of the petroleum on board.

20. The discharge of every ship shall not occupy more than 24 hours unless the time has been extended by the Harbour Master owing to stress of weather.

21. Not more than one tank steamer shall go alongside the wharf at any one time.

22. After the discharge of any such ship, she shall proceed without delay to the anchorage denoted by the position given in the 6th rule of these Rules and Regulations, and she shall not remove from such position until any tank or compartment which has been emptied of petroleum has been thoroughly cleansed by the removal of all oil and vapour, or without special permit of the Harbour Master, except for the purpose of proceeding to sea or in case of stress of weather.

23. No ship having on board petroleum in bulk, or which has recently been discharged thereof, shall, without the permission of the Harbour Master, pass through the Harbour limits.
